Many workers, not just engineers, engaged in the construction of the sea fort.

The “Memorial to the victims” at Daijoji Temple in Futtsu City, which was built in Meiji 34 (1891), is a memorial to the six workers who died during the construction of the No.2 and No.3 Sea Forts.   At the temple, there is also the “Monument to Drowned workers”, for those who died during the construction of No. 1 Sea Fort.
